I just read Miracleman by Alan Moore. Just off the top of my head, I count about 3 or 4 characters that he took over and made them better than they were before he wrote them. (Marvelman, Supreme and the Charlton heroes/ Watchmen.) Who else has the Midas touch when taking over characters?

Many have tried to emulate Moore in this respect and almost all of them have failed, MO - usually through aping the superficial aspects of his work in a shallow and simpleminded fashion. But I think most people would agree that Frank Miller did something like this with both daredevil and Batman - though in both cases I would say he came up with an interesting variation on those characters rather than an improvement over what had gone before.

Jim Starlin moved Warlock and Captain Marvel in another direction from where they were. A better Direction.

Peter David on Hulk. I think David credits Mantlo with the change back from green to grey, but there's a heck of a lot more than just a color change to David's Hulk.
Perez (with some initial help from Wein, maybe?) on Wonder Woman.

I'd add Englehart on Dr. Strange, though he didn't take over an existing series as there wasn't one at the time.
What about Moench on MoKF? I like the early Starlin/Englehart issues very much but Moench certainly turned the series into something very different from what it would have been.

I like the early Starlin/Englehart issues very much but Moench certainly turned the series into something very different from what it would have been. Most definitely Moench on MOKF. It would have never lasted 100 issues in the form it began, under Englehart. You could argue Gerber, on Defenders, as it took it from just being a B-team of superheroes, after the initial trio of Hulk Namor, and Dr Strange and turning them into something unique. I think a case could be made for Denny O'Neil on Batman, Wonder Woman and Superman, though the Batman work had the longest-lasting effect. I would also argue that he also did so with The Question. You might also make the case for Wolfman & Perez on the Teen Titans. (Edit: beat me to it) I would also add Archie Goodwin, on Star Wars. He became THE Star Wars writer, both in the comics and the newspaper strip. Boba Fett and his subsequent development (and Jango Fett) owe much to his Valance. Also nominate Matt Wagner, for how Sandman Mystery Theater changed the perception of Wesley Dodd.
