Wow. It's getting tough to pick a new topic these days. After consulting the list, I think I've come up with one though. This week's theme is NON-commercial "Giveaway" or promotional comics! I'm referring to comics which were used as informational PSA (public service announcement), government/military, or general industrial promotion, such as railroads, trucking industry, public utilities, hospitals, environmental conservation, etc.
Yes, there are other promotional comics which are commercial (send-away premiums, and product-tied comics like Kool Aid, Pizza Hut or Radio Shack), but I'm disqualifying these from the start. So the rule of thumb is, if it's promoting a specific commercial product or was a commercial product premium, it can't be used-- so no Batman/Pizza Hut or Superman/Radio Shack issues!
Keep in mind that many of these will not have fancy glossy covers, but will often be simple newsprint like the rest of the comic. I've posted my example below. Good luck, and have fun.
The rules: • Post one classic cover that fits the theme of the contest. • Cover must be from a published comic book or collected volume published before Sept. 2010. • Covers must be posted before voting begins. • Voting takes place on Tuesday, Sept. 29 beginning at 12:01am PST and ending at 11:59 pm PST. • Vote by posting the name of the poster whose entry best fits the theme or that you simply like the most. • Put your choice's name in bold! • The winner of the contest is the entry with the most votes after the voting period ends. • The winner chooses the theme for the next week's contest. • If you don't think the cover fits the theme, don't vote for it; please don't post disparaging remarks about it. • If a cover is more recent than the classic time frame, or not from a published comic book or collected edition, kindly point it out so that the poster can choose an alternate before voting begins.

Would this count? definitely. Technically not a giveaway due to the price point. But it is non-commercial. Although I implied giveaway books, it's important to note that many promotional books had a price on the cover, even if they were given away. Books from the Catechetical Guild often had prices on the cover, even though the Catholic Church usually distributed the books free in many cases.

Hopefully this is what qualifies .... Heroes Against Hunger #1 (1986) While technically not a giveaway, I would consider it non-commercial as all proceeds were directed to charity.

The cookie manufacturer was one of the sponsors, but this 3-issue mini-series was definitely a PSA.

remember getting this when we were in Dallas. . and BOY did it make me want to go to the Texas State Fair they did a few giveaways in the Dallas Times Herald - including Spidey vs Kingpin at Christmas & Spidey vs Circus of Crime with the Dallas Cowboys (!). . but the Xmen one was my favorite

Superman: Deadly LegacyIn which Superman warns the children of the former Yugoslav republics of the dangers of leftover land-mines, published by DC in cooperation with UNICEF and the Mine Action Center (MAC). It was translated into the relevant languages, and apparently distributed widely in Bosnia-Herzegovina and Kosova (not in Croatia, too, though, although it's was/is a big problem here as well). I'd heard of these but never actually saw them anywhere. Edited to add: the similar cover for the Albanian version distributed in Kosova (if there's any confusion, the first one is my entry):
