No, not if they were the feature character in their first appearance. For example, Lois Lane's solo series, which began in Showcase #9, would be eligible but Metamorpho's debut in B&B #57 would not. Clear enough?

I guess this disqualifies Jonah Hex, who was the feature character in ASW #10
Do alternate timelines count? Its hard not to say Spider-Man 2099 is not a Spinoff, but techincally it would not meet the criteria you list, so I can definitely see it being excluded (same would apply to Ultimate line, perhaps).
Hmmm, good question. I'm going to throw this open for group discussion. Should alternate versions of characters be counted as spin-offs? I'll make the call tomorrow, after you've all had a chance to have your say.

Personally, I’d say any character who is an alternate version, with their own unique backstory, wouldn’t be a spin-off. I don’t know if many people back in the day used “spin-off” to describe Spider-Man 2099.
I haven't started thinking about it seriously yet but I'm pretty sure I can come up with enough titles to fill the 12 days this year, so I hope to participate after sitting out last year.
