Clayface is such a superior bada$$ in the Japanese manga. He was never used well enough in the American comics, but man did he have potential as a concept. And I've always had a deep affection for Clayface III (Preston Payne).

Preston Payne is interesting. I remember catching glimpses of him and wondering what he was all about, before I read a full story with him. But Matt Hagen will always be my Clayface.

Catwoman as a villain, not just a love interest, I find important to the whole lore. The idea that she committed criminal acts, and then at times tried to reform, other times falling back into a life of crime, keeps her in the rogues gallery for me as well as core to Batman's huge conflict. It's interesting to me that they explored the reforming aspect as early as the 50's!
But also true you don't associate her with the sadistic violence of some of the other villains (like our excluded Joker). But Batman couldn't cross that line with a romance if she was. The fact that she is associated with crime at all is difficult enough. Plus she was squarely on the "wrong side" on the 60's TV show!
That said, my favorite lore was Selina fully reforming and happily marrying Bruce on Earth 2. So I guess "villainess legacy, but reformed" in that instance maybe!

I've not read a whole lot of Clayface comics that weren't Matt Hagen. But I do know I liked what they did with him in Batman:TAS. Also mentioning animated series; the best part of The Batman show was how they re-imagined Killer Croc. Much better than most any I've seen in the various ways he's been represented in comics both in personality and in apperance.

I could pick obvious choices that would appeal to the populist part of my brain.
Or I could choose Catman and Man-Bat, two I have advocated for since I was a kid (I think Man-Bat is way overdue for an appearance in a live-action Batman movie, which could be a “horror film” of sorts).
Catman looks visually cool, I like his origin, and there was that whole “Is his cape mystical?” aspect (I presume it’s more about the power of thinking, although there are questions about that). He hasn’t been overexposed like other villains.
Man-Bat appeals to me, both as a villain (of sorts) and as a hero. Looks cool, scary, and always seemed to be a real danger to Batman. I do wish we’d had more encounters between him and Robin, though. There was that LP set, I know, but I don’t recall Dick Grayson’s Robin ever getting into fisticuffs with Man-Bat; in that tale where Man-Bat was hiding in the caves near Wayne Manor, Robin got cut off once Batman got lost in the tunnels. Real missed opportunity for a Robin/Man-Bat scrap. I do recall Man-Bat going up against Tim Drake’s Robin once.

I've not read a whole lot of Clayface comics that weren't Matt Hagen. But I do know I liked what they did with him in Batman:TAS. To be honest, I haven't either, other than a World's Finest appearance during the dollar comic era. But I remember him from the 1970s Batman cartoon. TAS was great but I'm not a fan of the monstrous look.

Currently the Penguin and Mr. Freeze, although they're usually toward the top of my list anyway.
Riddler and Scarecrow (but not his current portrayal) get honorable mentions.
