The Tofs sounded like a good idea that went horribly wrong.
The idea that the Nagai's invasion was due to their being displaced from their own space by a more powerful people is lifted straight from Caesar's Commentaries on the Gallic wars; the Helvetii had moved to Gaul under the pressure of other germanic tribes further north and west. So the existence of the Tofs as an extra threat, and one even more formidable, could have been good news (plot wise).
Their looking like XVII century French aristocrats was a bit surprising, even jarring, but why would that be any more bizarre than the usual semi-medieval clothes that most fantasy alien cultures seem to wear? Their being green giants also made them look more alien.
But... Space galleons with masts? Space pirates looking like Pirates of the Caribbean rejects and almost going "arrrrrh me hearties"? That was painful. I almost expected a parrot robot. Plus, they didn't seem formidable at all, as you fellows pointed out... especially compared to those Nagai bad asses.
The series was dying a very ugly death! Too bad too, considering all the great material Marvel had created for the series, and then not really used... The House of Tagge alone would have been a good subject for a hundred more issues!
Also, I don't think there's any doubt that the Goodwin, Michelinie and Duffy stories were much better and gave us a far more mature universe than the tripe we saw in the prequels.
