I adore 80s pop in general, but if I look deep into my heart I have to admit that 1967, '68, and '69 mop the floor with the entire '80s music-wise.
From personal taste, having been born in '87, I have very fond memories to listening to music in 2005/2006. I was discovering bands like Franz Ferdinand, Kaiser Chiefs, Maximo Park, Arctic Monkeys, and Bloc Party. Funny thing is, I recently went through the chart of 1979, and only then noticed how much inspiration those mid-2000s bands took from late 70s/early 80s new wave. It was great to listen to albums by XTC or Fischer-Z for the first time, having only been familiar with their hit singles up until now. I was always more about the new romantic side of the mid-80s, like Duran Duran or Spandau Ballet.. I'm starting to appreciate the 'proper' new wave that was around before them and after punk. A more organic sound and sparse but tasteful and creative use of synths if used at all.

I've thought about it more, and I think 1967 was my favorite for cartoons (though if I could also include '68, that would get me Fantastic Voyage on the list):
Spider-Man Fantastic Four (this series needs a proper DVD release so badly, I have some episodes recorded off and love them!) Superman/Aquaman Hour of Adventure (Aquaman is my favorite DC cartoon from the 60's, loved the underwater setting) Space Ghost (which had started in '66 but was still going) Herculoids Birdman and the Galaxy Trio Shazzan

For kids' cartoons, I think the WB stuff is so far ahead of everything else, I'd be tempted to put that as the peak, whatever the era was. OTOH, that's just one thing, maybe there were other years when more good stuff was done, even if none of it was as good as the WB cartoons.
For cartoons in general, you could make a case for the 90s with the Simpsons (even though I'm not a huge fan, personally) and others. When did Archer start? That was the 2000s or 2010s, I suppose.
My cartoon watching has been really haphazard so I probably don't have enough data to form a judgement, as far as my personal viewing experiences go.
