Alas the cowgirl is not Madame .44 (although that would have been awesome). She is a rodeo performer named Carolee who only appeared in this issue: the latest in a long line of gorgeous women who threw themselves at the disfigured gunfighter.
I suspect Coralee's outfit might have been a deliberate tip of the hat to Madame .44, though.

The extent of my knowledge or the character is based on the few (if only two maybe) episodes of Batman TAS he was in. Unlike most boys at a young age, I didn't have the cowboy fantasy. I remember watching westerns with my grandfather, but it never really stuck. I was too busy watching more science fiction with my grandmother and father. But I need to rectify that even if it's checking the library for a TPB to get a feel for the character.
There are two Showcase Presents volumes collecting his early appearances which would be my recommendation for checking out to see if you like the character.
