You're idea is much better than mine! I would add the following to that list:

Nightwing/Oracle

The New Teen Titans - I really liked Convergence: The Titans #1, but I would probably just consolidate the two Titans books by adding Roy Harper to the New Teen Titans.

Roy can take Starfire and Cyborg's place!
