These are not the Atlas titles we are talking about. The Atlas/Seaboard properties that The Goodman family put out in the 70s are the properties involved, not the pre-Marvel Atlas stuff. When it comes to comic book properties, don't count your movies before they are in post-production (and not always then; see the Corman Fantastic Four).
We go through cycles of this. Hollywood snaps up properties, which then toil in development hell, before they die and the rights revert back. You get one hit and everyone is looking for the next one; then, a couple of flops and everyone is scared to do the film, until it is too late. These days, Hollywood is totally ADHD and you'll probably get all kinds of announcements, delays and new announcements for years to come.
How long has it been since Dwayne Johnson was signed to play Black Adam? Wesley Snipes is Black Panther! Except, he wasn't. Iron Fist, with Ray Park? Yuen Wo Ping directs Shang Chi?
